Government to the leased territory of Wei Hai Vai,

to provide for the requirements of auoli inhabitanta of that Territory as are certified by the Government Medical Officers, to be justified, on medical grounds,

in continuing the use of the drug.

In either Colony, a large and expensive

Preventive Service is maintained by Government to

check contraband traffic; the high price fixed by Government for the sale of prepared opium within the

limits of the Colony rendering the business of smugglin

is in from China and elsewhere one of extraordinary

profit.

Article 8, which specifies a number

of detailed administrative measures relating to the

expert of prepared opium, has been fully complied with under the legislation referred to in paragraph 6

above.

11. (III) "adipinel Unius etg. The Straits Settlements, Deleterious Drugs Ordinance of 1910, and the Hong Kong Pharmacy and Poisons ordinance of 1916, provide for all the measures specified to be taken under Articles 9 to 14 of the Convention, with regard to confining to medical and legitimate purposes the

use of morphine, cocaine, &o., &c.

12. It may here be mantiened that, conse-

quent upon the passing of the langerous Drugs Act, 1930, in the United Kingdom, the Governmenta of all Colonies and Protectorates have been informed that,

after Juno lat,1921, no opium, morphine,cocaine or similar drug can be exported from the United Kingdom except upon the production of a certificate issued by the Government of the Colony &o, concerned, that the
